Forward controls: use a set for a mechanically drum braked Panhead. Order them from J&P Cycles in Iowa. Cost will be a couple hundred dollars. You'll need to do some redrilling to get a perfect fit.
Insurance: Mine is a bit over $500 a year. I have a commercial drivers license, so my rates are always going to be higher than for a standard operators license.
Chopper parts: Find a real good aftermarket HD shop. Use generator case Big Twin or 45 pieces. It will save you some serious headaches in the long run. Nosecone/alternator case era parts will work, but won't look as good and will require more tinkering to make fit.
Aftermarket support for the Savage is a joke stateside. Expect to adapt alot of HD/Honda/Yamaha parts to the bike if you are serious about customizing. You can get several pieces from seeger cycle, but shipping supposedly takes forever.
